An interagency relationship refers to a practice whereby several related agencies in a government work together, cooperate, collaborate, or form partnerships with a view to enabling information sharing and a common approach to issues facing these agencies. In the contemporary age of terrorism as a threat to homeland security, inter-agency relationships have become an important tool for sharing intelligence and finding common solutions to the terror menace.

            The current understanding of the fundamentals of interagency relationships is that it entails different arrangements and activities such as partnerships, networks mergers, coordination, and collaboration or information exchange among federal homeland security and law enforcement agencies. According to Kaiser (2011), the rationales of these interagency relationships include clarifying jurisdiction and responsibilities among agencies, improve coordination, and enhance collaboration in terms of securing the homeland against the threat of terror and other serious crimes such as cybercrime. Interagency relationships also entail several law enforcement agencies working together towards ensuring the elimination of a common threat, such as terror threat.

            There are various benefits that can be realized through effective interagency relationships. According to Kaiser (2011), interagency relationships fulfill objectives such as improving and streamlining congressional or executive oversight, changing administrative and organizational cultures, enhancing efficiency and effectiveness of agencies, mitigating competition among agencies and reducing policy fragmentation. By working together, agencies reduce unnecessary fragmentations and protocols which at times during crises slow down decision making due to the effects of bureaucracy. Most importantly, interagency relationships are beneficial in that through them, federal and state agencies share information and collaborate in other areas which enable them to be in possession of relevant intelligence information necessary for foiling terrorism plans and other security threats. The relationships also help make agencies more efficient and effective in that they reduce unnecessary bureaucracy (Dahl, 2017).
