Alternative strategies for conflict management seek to conceptualize on how best individuals can make choices together regarding contentious matters. They mainly entail different collaborative techniques that advance mutually acceptable solutions to issues using voluntary procedures. Such methods are developed as alternatives to non-consensual and adversarial approaches like legal or judicial recourse, partisan political activities, and unilateral public campaigns. The alternative processes and principles support the adversarial strategies, and increase the range of tools available for resolving conflicts amongst people and communities. According to Dietz, Ostrom, and Stern (2003), the control of natural resources such as forestry is often influenced by human institutions or the techniques of organizing operations. The human institutions affect the resilience of the surrounding. The challenge erupts when the organizations start to be buffered or invaded by outside forces. The outside forces, propelled by the increasing demand for environmental services and natural resources arising from the increased human population and the means by which people organize themselves, exploit environmental resources making it difficult for effective forestry conflict resolution (Dietz, Ostrom, and Stern, 2003). In her article “Defining “successful” environmental dispute resolution: Case studies from public land planning in the United States and Australia,” Susan Moore discusses the successful resolution of environmental feuds. According to Moore (1996), early studies focused on the use of specialists and mediators to solve conflicts and determine the components of success. The author expands the ideology of success from the traditional notion of formulating an agreement or product-oriented outcomes to involve four critical techniques: relationship-oriented, politically-oriented, responsibility-oriented, and interest-oriented success. The broadening of the ideology of success makes it easier to formulate alternative procedures and principles for effective conflict resolution (Moore, 1996). The first alternative strategy that embodies the four techniques identified by Moore is negotiation rulemaking. By definition, the rulemaking entails the representation of the interests of all the parties that are substantially affected by the forestry conflict by proposed regulations to assist in the development of a consensus.
