Government is defined as a way of ruling and exercising power on a group of people or a region with the aim of maintaining law and order. The government consists of three significant arms the judiciary, the legislature, and the executive that make sure that it is fully functional to serve its people. There exist several types of governments that are used by different states in the world, such as democracy, aristocratic, monarchy, amongst others. Various philosophers have discussed the concept of government with the aim of understanding it better by investigating and creating theories about its functions. Such philosophers include Locke, Plato, John Hobbes, and John Rawl.

According to John Locke political power is the ability and authority to make laws that are meant to protect the rights of people and their property with the aim of maintaining order in society. He argues that everyone is free naturally and equal regardless of their societal class. Locke differed with other philosophers who argued that after creation people were made subjects of others who ruled over them (Monarch). He (Locke) opposes that the laws governing a particular state should not change the fundamental rights of the people, such as the right to liberty, right to life, and the right to own property. According to Locke, people usually transfer some of their rights to their governments so that it can be stable and functional in carrying out its duties (Gough par 5).
