            The principles of the public health code of ethics that apply to the two events in the scenario are public health should address the primary causes of disease and the determinants of health to prevent negative health outcomes and public health should attain community wellness in a manner that respects the rights of people in the community (Thomas et al., 2002). Public health should address the primary cause of lead poisoning and displacement of persons to enhance the health of the population. The interventions should focus on either refurbishing the houses or moving the displaced families to new areas. Further, public health providers should address the illnesses that have emanated as a result of the lead poisoning, including screening children for cystic fibrosis, as well as other conditions, such as behavioral disorders and mental retardation (Delgado et al., 2018). Public health should always focus on the rights of individuals, and this was not observed when the families were displaced and rendered homeless.

            The renters’ autonomy can be maintained by giving the displaced families a voice in deciding where they want to stay, depending on their financial status and preferences (Anderson & McFarlane, 2010). Often homeless persons are put in homes and children from families that cannot support them fully are placed in children homes. The households should have the opportunity to preserve their families and receive adequate information regarding the safety of the new places in which they choose to relocate.

            The principles of beneficence and autonomy are at odds with each other in that the illegal aliens have been displaced from their homes because of beneficence to safeguard them from the harm of lead poisoning and improve their well-being, while autonomy maintains the ability of the displaced persons to make choices regarding their circumstances (Clark & Weaver, 2015).
